Why is a yellow flame called a safety flame if it could burn you seriously?

Yellow bunsen flames are called 'safety flames' because, unlike the roaring blue flame achieved when the air-hole is fully open, they can easily be seen and avoided - this decreases the chance of loose hair/clothing catching fire, which means that you are safer overall. 'Blue flames', however, can be difficult to see even close up.

A yellow flame is called a 'safety flame' because it is more visible than a blue flame, helping to prevent accidental contact. Although it can still cause burns, its incomplete combustion indicates caution is needed. Therefore, while it provides a safer visual warning, students should always adhere to safety protocols around flames.
