Latin American politics was still dominated by Spain then. That means that the highest power was with the Peninsulares, that is people born in Spain. Below them were their children: the criollos, Spanish by descent, but born in the New World.

In the 1700s, Latin American politics was dominated by Spain through a social hierarchy led by Peninsulares and Criollos. The Peninsulares held the highest power, while Criollos, despite their wealth, were often denied top governmental positions. This system created significant social inequalities and laid the groundwork for future independence movements.
