Why was a convention convened at Annapolis in 1786?

The Annapolis Convention was made to remedy the failing Articles of Confederation, but only 5 of 13 states sent delegations. They agreed to re-convene a year later in Philidelphia where all 13 states sent delegations and the Constitution was formed.
