The ruler in question is Genghis Khan, who was born around 1162 in Mongolia and founded the Mongol Empire. Though he was not Muslim, his empire significantly influenced the regions that later saw Islamic expansion. Under his leadership, the empire expanded across Asia, Europe, and Africa, altering the course of history through military conquests and the establishment of trade routes.
