Why is Sudan omitted from inclusion in the Sub-Saharan region?

Sudan is often not included as a country of the Sub-Saharan Region because a portion of the Sahara Desert is within the country. Also in terms of demographics, history, and culture Sudan is usually considered part of North Africa and the broader "Arab World."
