The elected head of Russia when the Soviet Union was dissolved was Boris Yeltsin.
In the late 1980s and early 1990s, the Soviet Union was experiencing significant political and economic turmoil.
The centralized, communist government was struggling to maintain control over its various republics, which were pushing for greater autonomy and, eventually, independence.

In August 1991, a failed coup by hardline members of the Communist Party further weakened the central government.

On December 21, 1991, representatives from 11 of the Soviet republics met in Alma-Ata (now Almaty, Kazakhstan) to formally dissolve the Soviet Union and establish the Commonwealth of Independent States (CIS).

On December 25, 1991, Mikhail Gorbachev resigned as President of the Soviet Union, declaring his office extinct. This marked the official end of the Soviet Union as a political entity.

After the dissolution of the Soviet Union, the Russian Soviet Federative Socialist Republic was rebranded as the Russian Federation, becoming an independent country.
Boris Yeltsin, who had been serving as the Chairman of the Presidium of the Supreme Soviet of the Russian Soviet Federative Socialist Republic, became the first President of the Russian Federation.
