The concept of "nullification" allows states to declare federal laws unconstitutional and disregard them. This idea was notably promoted by John Calhoun and is rooted in the belief that the Constitution is a compact among sovereign states. Although largely rejected by the courts, it continues to influence discussions on states' rights today.
