In what way were the enlightened despots less than true reformers?

Enlightened despots were the European monarchs who were influenced by the enlightenment which inspired them to enhance their power, they pursued social , legal and educational reforms. the most famous enlightened despots were Fredrick the Great, Czar Peter (The Great). They brought administrative reforms to strengthen their sovereignty.
They were less true than reformers because the enlightened despots reforms were undone as soon as they died. The despots also refused to give up their power and refused to give up monarchy. ;

Enlightened despots like Frederick the Great, Catherine the Great, and Joseph II adopted Enlightenment ideas but fundamentally maintained absolute power. Their reforms tended to be superficial, often reversed after their reigns, and they largely ignored broader democratic principles or redistribution of power. Thus, they were less than true reformers, focusing on control rather than genuine change.
