After cutting out two equal circles with a diameter of 8 inches from a 16 by 8 inches rectangle, the remaining area is approximately 27.52 square inches. This is obtained by calculating the areas of the rectangle and the circles, then subtracting the total area of the circles from the rectangle's area. The calculations show that the area of the paper remaining is about 27.52 square inches.
