The main reason for **Locke'**s popularity as a supporter of limited government To support his claim that authorities have commitments to their subjects and only limited authority over them, he invokes the principle of natural rights.
If a government fails to uphold the peace , according to Locke, citizens may overthrow it. so government should aim at **the welfare **of citizens in order to rule in the country.
