Klemens von Metternich is an Austrian diplomat whose ideologies molded and shaped Europe. He headed the efforts of preventing future French aggression by assisting and supporting weak countries surrounding France in order to become stronger. He believed in balance even in power because he shaped France to become strong enough to defend itself but weak enough not to attack other countries. Metternich plans' overall effect on France is to control France and create a new type of government that would allow France to stay intact and peaceful for the next years to come.

Metternich's plan significantly impacted France by establishing a balance of power to prevent future aggression, post-Napoleonic Wars. His strategy involved strengthening neighboring countries while ensuring France remained a key player in Europe. This approach helped to maintain stability in the continent for nearly a century, avoiding major conflicts during that time.
